Billings police and firefighters search the Billings Bench Water Association's canal at 21st Street West and Parkhill Drive after a car was driven into the water at around 1:50 a.m. today. A man lost control of his vehicle and drove into the canal, according to the Billings Police Department. Phil Champagne was driving south on 20th Street West around 1:50 a.m. when his car slid into the ditch. The 45-year-old Champagne escaped through an open window. He was arrested on suspicion of driving under the influence and not having a driver’s license or proof of vehicle insurance. A dive team is being assembled to retrieve the car from the water.
